His career demanded integrity, sound judgment, and an exceptional ability to analyze both legal and human factors — qualities that now directly benefit the immigrants and families he represents.

Following his retirement from federal service, Javier committed himself to immigration law with the same passion for justice and public service that defined his federal career. He now focuses on helping immigrants from around the world understand their rights under U.S. law and navigate the often overwhelming immigration system in pursuit of lawful status and protection in the United States. Javier’s educational background further reflects his dedication to understanding both the law and the human experience behind every case. He earned his Bachelor’s degree in Psychology from the University of Texas, followed by a Master’s degree in Counseling from Texas State University, formerly Southwest Texas State University. He later earned his Doctor of Jurisprudence from the University of Houston Law Center. His combined background in psychology, counseling, federal supervision, and law allows him to connect with clients on a deeper level while also providing highly sophisticated legal representation.
