The answer is nuanced, and it depends heavily on the nature of the job, the agencies involved, and whether a security clearance is required.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rules are not always clear, and the consequences of getting it wrong can be serious. Whether you are a current federal employee, someone considering a government career, or a dual citizen navigating your options, understanding how the law approaches this issue is essential.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Is Dual Citizenship Legally Prohibited for Federal Employees?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The short answer is no, dual citizenship is not automatically prohibited for federal employees. United States law does not require citizens to renounce foreign citizenship simply because they work for the government. If a federal position requires access to classified information, the rules tighten considerably.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The federal government uses a framework called the Adjudicative Guidelines, formally known as Security Executive Agent Directive 4, to evaluate whether an individual is suitable for a clearance. One of the thirteen adjudicative guidelines specifically addresses foreign influence and foreign preference. Dual citizenship touches both of these areas directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Foreign influence concerns arise when a person has family members, financial ties, or close associations in another country that could make them vulnerable to pressure or exploitation by a foreign power. Foreign preference concerns arise when a person takes actions that suggest they may favor a foreign country over the United States. Holding active citizenship in another country, especially one considered adversarial to the United States, is treated as a serious flag under this guideline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That does not mean dual citizens are automatically denied clearances. Adjudicators look at the full picture. Relevant factors include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Which country does the second citizenship belong to, and whether that country has a cooperative or adversarial relationship with the United States<\/li>\n\n\n\n<li>Whether the individual actively uses foreign travel documents, such as a passport from another country<\/li>\n\n\n\n<li>Whether the individual votes in foreign elections or holds office in a foreign government<\/li>\n\n\n\n<li>Whether the individual has taken any oath of allegiance to another country<\/li>\n\n\n\n<li>The nature and frequency of contact with foreign nationals, particularly those in sensitive positions<\/li>\n\n\n\n<li>Whether the individual has taken steps to formally renounce the foreign citizenship or otherwise demonstrate a clear preference for the United States<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If the second citizenship is with a close ally of the United States and the individual demonstrates a clear and consistent allegiance to America, the clearance process can still result in approval. However, if the foreign citizenship is with a country that poses a security concern, the process becomes far more difficult, and denial is a real possibility.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Sensitive Positions and Special Access Programs<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond standard security clearances, some federal roles involve access to Special Access Programs or Sensitive Compartmented Information. These positions come with an even higher level of scrutiny. For individuals in these roles, dual citizenship with almost any foreign country can become a disqualifying factor, even if the country is generally considered friendly to the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Positions within agencies such as the Central Intelligence Agency, the National Security Agency, the Defense Intelligence Agency, and certain roles within the Department of Defense often fall into this category. Applicants and current employees in these environments may be asked to renounce their foreign citizenship as a condition of employment or continued service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is worth noting that even in less sensitive roles, some agencies take a conservative approach. Hiring managers and security officers have discretion in how they evaluate candidates, and a dual citizenship status may raise questions even when it is not a technical disqualifier.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Which Agencies Are Most Affected?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Not every federal agency handles dual citizenship the same way. Adjudicators are trained to distinguish between someone who actively pursues and maintains a foreign citizenship and someone who simply has not renounced a citizenship they acquired by birth. That said, the distinction matters in practice. If you hold a foreign passport, travel on it, renew it, or take any affirmative steps to use or preserve that citizenship, it signals active maintenance rather than passive retention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For foreign-born federal employees or applicants, transparency is critical. Attempting to conceal a dual citizenship status on a background investigation form is far more damaging than the citizenship itself. Deliberate omission or misrepresentation in the federal hiring or clearance process is a federal offense, and it will almost certainly result in disqualification or termination.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Can a Federal Employee Be Required to Renounce Foreign Citizenship?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Yes, in some circumstances. While there is no blanket federal law requiring all government employees to hold only American citizenship, individual agencies and positions can make renunciation a condition of employment.
